The Service is looking for a manager who will manage and deliver Committee and Member Support Services for the Royal Berkshire Fire Authority (RBFA); provide Committee Services and Administrative Support to the Royal Berkshire Fire and Rescue Service (RBFRS); and to manage the Executive Support Team
Main Duties are:
- Establish the annual programme of Fire Authority and its Committees and other meetings
- Prepare routine Fire Authority reports on constitutional matters as required
- Organise all meetings of the Fire Authority, and it’s Committees/Panels, including arranging appropriate accommodation, and preparing the Agenda and recording, production and circulation of Minutes.
- Ensure the Members are given appropriate and sufficient advice and support to enable them to deal quickly and effectively with the business of any meeting.
- Act as Members Services Officer, to process Members travel and subsistence payments, answer queries in connection with Fire Authority business, circulate CLG and
- Local Government Associations (LGA) circulars and make conference arrangements, etc;
- Organise and administrate effectively the Senior Management Team (SMT) and other RBFRS standing committees as required by the CFO, including establishing the programme of meetings on an annual basis, agenda preparation, recording, productionand circulation of minutes, as required;
- Maintain the Fire Authority Members’ Handbook, liaising with the CFO, Clerk and Monitoring Officer and Fire Authority Treasurer as required Contribute to Fire Authority and RBFRS communications through publication of all Fire
- Authority and RBFRS meetings Part 1 Agendas and Minutes on the RBFRS website and intranet;
- Line manage the Executive Support Team in order to ensure that the CFO and Directorare provided with high quality administrative and secretarial support;
- Develop systems and structures which allow for the effective administration of agreed courses of action, resulting from Fire Authority and RBFRS meeting deliberations and decisions.
Qualifications/Requirements are:
- Proven administration skills including organisational abilities and excellent attention to detail
- Resilient enough to cope with the pressures of working with a wide range of colleagues in a time bound environment with the ability to work to strict timescales
- Excellent communications skills, written and verbal
- Computer literate with WP skills
- Demonstrable ability to manage projects
- Able to present complex written material in a logical, coherent and readily understandable way
- Excellent interpersonal skills with the ability to successfully advise and influence Fire Authority
- Members and senior RBFRS managers
- Able to maintain effective working relationships with a wide range of people
- Sound working knowledge of local government law relating to meetings, committees and elected members
- Understanding of and ability to work successfully in a political environment
- Understanding of Corporate governance issues
- Five years experience of providing committee services
- Proven experience of supervising staff
- Able to attend evening meetings on a regular basis as required
